El sábado 24 de agosto del corriente, en la Sede de la Facultad de Ciencias Sociales de la Universidad de Buenos Aires, se desarrolló el foro “El derecho a la patria. Soberanía, Igualdad y Poder” con la presencia de decenas de representantes de distintas organizaciones libres del pueblo y un centenar de figuras destacadas de la política nacional, todos/as ellos/as inmersos en un dispositivo de disertación corta, escucha atenta a las opiniones de las organizaciones asistentes y un debate franco y horizontal con el público en general.
En el panel de “Soberanía productiva, marítima y fluvial. Trabajo. Empresas Públicas. Asociativismo” participaron Rafael Klejzer, José María Lojo, Roberto Feletti, Juan Ángel Ciolli y Gabriel Katopodis.
Rafael Klejzer, ex director nacional de Políticas Integradoras del Ministerio de Desarrollo Social de la Nación y dirigente del Movimiento Popular La Dignidad y de la Unión de Trabajadores de la Economía Popular rompió el hielo. Comenzó su participación hablando sobre la importancia de debatir de cara a la sociedad sobre el accionar político de la gestión de Alberto Fernández, específicamente ante el notable abandono de la idea de propiciar desde la acción política del Estado un proceso productivo que desemboque en la “soberanía alimentaria”.
Al respecto sostuvo: “la disputa con los sectores concentrados de la economía es una variable principal en la lucha por la apropiación de la renta nacional y es por la vía de la inflación y la tensión por el aumento constante del tipo de cambio el origen del aumento sostenido del precio de los alimentos, de la vestimenta y, también por la vivienda”. “La novedad del gobierno de Alberto Fernández es que el Gobierno nacional y popular no discutió la concentración productiva”.
Klejzer entiende que parte de la solución a la innumerable cantidad de problemas que angustian y tienen sumido en la pobreza e indigencia a vastos sectores del pueblo argentino comienza por comprender la “necesidad de crear una empresa pública de alimentos en base a la coordinación productiva tripartita entre el asociativismo, el cooperativismo y el Estado como articulador”.
Luego llegó el turno de José María “pepe” Lojo, vicepresidente del Frente Grande de la Provincia de Buenos Aires y presidente del Consejo portuario Argentino introdujo en la charla la idea de “lo necesario que significaría para los argentinos romper distintas matrices sociales que se impusieron en nuestro ideario común especialmente desde 1976 a la fecha”.
Planteó además que se necesita instrumentar una “revolución en la logística y el transporte argentinos” para romper la matriz impuesta por el “modelo extractivista histórico que, a la larga, se terminó convirtiendo en una lógica presuntamente racional indiscutible”.
Lojo hizo hincapié fuertemente en la necesidad de independizar la salida a ultramar de las mercancías argentinas puestas a bordo “en buques siempre de bandera extranjera” en los puertos fluviales de nuestro litoral y puntualizando en el paso innecesario, antinatural y contrario al interés argentino por el puerto de Montevideo.
Llamó a apoyar la iniciativa de poner en valor el Canal Magdalena a los fines de abaratar costos de navegación y vincular así a la totalidad de nuestros puertos “sin tener salir de nuestro país ni atravesar aguas bajo el dominio uruguayo”, inclusive citando a Manuel Belgrano y la importancia que nuestro prohombre ya le asignaba en 1810 al Puerto de la Ensenada de Barragán para “romper la lógica que predomina desde los tiempos de la colonia y le hace pagar al productor argentino mayores costos asociados a la ineficiencia de esta matriz logística.”
Lojo recalcó la importancia de recrear una flota marítima fluvial y de ultramar para disminuir sensiblemente el costo de los fletes terrestres de larga distancia recuperando el “cabotaje” argumentando que “la carga de un solo barco es más barato que la de 10 formaciones de ferrocarril y de 70 camiones” pero también, y no menos importante, para establecer un “sistema de mantenimiento de las vías navegables con un sentido ambientalista que asegure la pervivencia de los ecosistemas y propiciando en desarrollo de la totalidad de las actividades culturales y recreativas asociadas a nuestras vías fluviales naturales”.
A su turno, Roberto Feletti hizo un rápido balance de su breve paso por la gestión de Alberto Fernández como Secretario de Comercio (no sabemos si en respuesta al pedido de Klejzer) ejemplificando y reivindicando (en base a la teoría económica y la propia historia del peronismo en el poder) las políticas que pudo acordar con los sectores productivo y comercial para el control de precios, así como se lamentó por la incorrecta lectura que hizo el ministerio encabezado por Guzmán al no aplicar una “política de restricción comercial externa” ante la inmejorable oportunidad que brindaba para ello el conflicto bélico entre la Federación Rusa y Ucrania dado que se estaba frente a una nueva muestra del devenir de los ciclos históricos a nivel global y las condiciones políticas que aconsejan a los países como en nuestro a implementar controles y cupos de exportación sobre algunas commodities, trayendo al debate el caso del aumento exponencial del precio del trigo, como resultado de la imposibilidad de exportación por parte de Ucrania (que en aquel momento era el primer exportador mundial de trigo) y por dicha razón.
Sostuvo en referencia al consumo de los bienes esenciales que ante ello no hay medias tintas: “Construir canastas de alimentos para atacar la indigencia e inclusive congelar precios es esencial, sobre todo cuando uno se encuentra en la función pública ante empresarios que emiten sentencias del estilo los argentinos comen muy bien. Tienen una dieta de excelencia que debe cambiar, puesto que ello no se sostiene más”.
También expresó que a diferencia de lo ocurrido en las presidencias de Néstor Kirchner y Cristina Fernández, para quienes el gobierno nacional y popular primero debía asegurar el abastecimiento del mercado interno, asegurando en términos de variedad, calidad y cantidad “la mesa de los argentinos” y luego pensar en exportar, entiende que se invirtió aquella lógica y se le dio prioridad absoluta a la exportación, relegando al mercado interno en respuesta a la necesidad de cumplir primero con los pagos de la deuda externa que tomó de manera irregular (como ya lo demostrara oportunamente la Sindicatura General de la Nación) el gobierno de la Alianza Cambiemos.
La lógica del “ajuste externo” no tenía lugar en el gobierno de Alberto Fernández, lo cual explica la incomprensible “fuga del superávit comercial” que se registró en ese período, dado que, como dijo, tanto el Presidente como el equipo de Mastías Kulfas “no creían en la necesidad de propiciar un programa de emergencia con medidas para aprovechar aquella subida de los precios internacionales” sumado a que tampoco ejercieron ningún control de pagos por presuntas importaciones entre filiales y giros de dividendos (fuga) que se dio, todo lo cual conjuntamente con el hecho inesperado e incontrolable del extenso período de sequía que impidió el sostenimiento de las exportaciones al ritmo comprometido por las entidades intermediarias del sector exportador de productos primarios, abonó el terreno propicio para que hoy gobierne Javier Milei y ubique en un lugar central su prédica sobre “la tasa de rentabilidad como agente de distribución de la economía y motor del desarrollo argentino”, en lugar del Estado.
A continuación, Juan Ángel Ciolli, presidente de la Cámara de Pequeños y Micro Empresas de San Martín y representante de la Central de Entidades Empresarias Nacionales y del Movimiento Productivo 25 de mayo, hizo su aporte desde el espacio de producción y trabajo nacional, trayendo al Foro una selección de muestra de la estadística oficial, la cual indica un claro camino de industricidio.
Apoyado en las cifras oficiales que registra el INDEC, demostró ante el auditorio la brutal pérdida de empleos, la caída de la actividad de la capacidad instalada y el cierre de Pymes en los primeros ocho meses de gobierno de Javier Milei y recordó que hasta el pensamiento de un liberal conservador como Carlos Pellegrini: “la industria fabril es la máxima expresión del progreso industrial”. Ciolli recorrió las penosas cifras de las actividades de la cadena de producción alimenticia, textil, automotriz y del petróleo e industrias anexas todas las cuales, sin excepciones, cayeron estrepitosamente, aunque esta vez, por causas endógenas.
También explicó cómo una sociedad crece de manera integral y puede permanecer en el tiempo de manera estable, identificando los cuatro actores fundamentales para ello, los cuales, como las patas de una mesa, sostienen y propician el desarrollo y crecimiento de sus sociedades: la producción, el trabajo, el conocimiento e investigación y el Estado (éste último como articulador de todos ellos), puesto que con su direccionamiento político los coordina armónicamente e impide que al actuar descoordinadamente y por separado todos ellos sucumban.
Sostuvo que la política argentina nunca puede dejar de mirar al mercado interno y debe propiciar su protección, puesto que él es la fuente que anima la creación de trabajo para nuestra población y esa mirada y acción estatal debe incluir a los servicios públicos, ya que ello también es condición necesaria para ayudar a aumentar la productividad y la competencia internacional de nuestros productos.
Finalmente, Ciolli advirtió que las grandes empresas que operan en nuestro país exhiben aún hoy y en medio de una crisis inédita, “altas cifras de ganancias y explica que las mismas responden exclusivamente a una razón: el incesante aumento de pecios aun cuando cae el volumen de las cantidades vendidas”.
La mesa cerró con la participación de Gabriel Katopodis. Afirmó que “se va terminando el tiempo de la catarsis y el enojo. Es hora de empezar a organizarnos para enfrentar a Milei. Es imperioso que el pueblo se encamine hacia una construcción política que sepa recrear una nueva esperanza con Axel como alternativa”.
El ahora ministro de Infraestructura y Servicios Públicos de la Provincia de Buenos Aires sostuvo que el gobernador Kicillof está consustanciado con la idea de que nuestro país necesita redefinir prioridades y, para el caso de la cartera que él ocupa se debe atender de manera prioritaria la reconstruir las obras de infraestructura vial, ferroviarias y portuarias fundamentalmente: “se impone trabajar en la integración territorial y social hoy abandonado a su suerte por Milei”.
Katopodis llevó al foro el mismo mensaje que lleva a las distintas actividades a las que le toca participar y que se están desarrollando en todo el territorio de nuestro país. Se les propone a las distintas organizaciones del pueblo que transformen la angustia creciente y el enojo en esperanza, porque el clima electoral implantado por el gobierno nacional está edificado justamente en base a la disolución social, el individualismo y la desesperanza en el resultado de lo colectivo.
Por otro lado, recuerda que el núcleo de la propuesta electoral de Milei es la baja de la inflación a como de lugar y que su logro fue establecido como la meta fundamental para el gobierno nacional. No obstante, el ministro advierte que la abundante y profusa propaganda oficial de los números que exhibe no solamente demuestra que la estrategia de empobrecimiento naturalmente no es el adecuado para esos fines sino que en realidad es “un resultado amañado, forzado y mentiroso de variables inventadas”.
También hizo referencia a que se puede verificar en la política un “ciclo agotado de fórmulas anteriores que el peronismo utilizó. Hay que reinventar y hacer otra cosa” y como corolario, y a manera de consigna expresó: “en 2025, la elección en Buenos Aires es nacional y en el resto del país es provincial”.
El debate con el público también trajo algunas preocupaciones que la dirigencia política debe poner en agenda.
Distintos participantes advirtieron sobre la necesidad de tratar de encaminar la discusión social y la toma de decisión soberana hacia un cambio de matriz del pensamiento que reemplace a su núcleo actual (el lucro) por el de la vida; repensar la matriz demográfica para que se trabaje en la desaparición de la concentración ciudadana en megalópolis que responden a la lógica del corrimiento expansivo de las fronteras agropecuarias; la suspensión inmediata del pago de la Deuda Externa contraída con el FMI por odiosa, ilegítima e impagable; abandonar la propuesta neocolonial que imprime la actual administración del cogobierno de Milei y Macri en base al asociativismo cooperativo, la soberanía popular y la igualdad entre los argentinos/as; se centren los esfuerzos en el acceso real y efectivo a la tierra para las grandes mayorías tanto como la la posibilidad de adquirir vivienda como reclamo histórico que, además, promueve el trabajo y crea conciencia de pertenencia; y que se cumpla la manda judicial y se revierta la decisión de cerrar la ACUMAR, toda vez que la falta de saneamiento de las riberas de la Cuenca Matanza Riachuelo sigue haciendo estragos en la salud de sus habitantes.
En los momentos finales de la reunión, Klejzer retomó la palabra y llamó “a la totalidad de la representación política para que asuma la tarea de propiciar estos debates a nivel nacional y construir un ideario popular que se pueda transformar en una propuesta política para la reconstrucción nacional”.
Asistimos a una iniciativa democráticamente saludable. Un debate franco y necesario en tiempos de desconcierto y ataque frontal a la forma tradicional de hacer política y en un contexto palmariamente expuesto de destrucción normativa e institucional del Estado nacional, donde distintos actores sectoriales y políticos trabaron una conversación respetuosa, atenta y horizontal con el pueblo al que se proponen representar aunque urgidos por la circunstancia sin precedentes que significa la acción disolutora del contrato social argentino de parte del Poder Ejecutivo nacional, quien actúa a viva voz y cara descubierta invocando la legitimidad que le otorgó para ello el resultado en segunda vuelta de la expresión electoral de la soberanía popular.
